Global Health Donor Support
Most external health aid to the developing world is channeled through donor government funding, which includes both bilateral funding given directly to other countries (which may be given to a country government or provided to NGOs and other organizations to carry out work in recipient countries) and multilateral funding given indirectly through contributions to multilateral organizations. As a result, donor support is an important part of the global health response.

This recent flattening has raised questions about countries’ ability to reach global health goals and targets, such as the Sustainable Development Goals (SDGs).” 41,42

Between 2002 and 2016, the United States was the leading donor to health in every year and allocated the largest share of its ODA to health.

43 The donor mix has varied over time, in part due to the entry of new contributors, particularly the Global Fund, which in 2006 overtook the United States as the second largest donor to health (and remains so today). In 2016, the United States and the Global Fund together accounted for more than half of all health-related donor financing (see Figure 3).
