During or after the Cold War, the threat to safety is always there.  The magnitude of casualties if a specific threat is carried out may differ.  The end of the cold war was the beginning of globalization.  Some nations develop state-of-the-art armaments to safeguard their own.  Latest war weapons can be more destructive which can be unsafe. But then, these same weapons can carry out specific target. During the first and second world war, deaths were by the thousands. Recent clashes are mostly regional rather than continental and the number of deaths are lesser than what it used to be. Because of constant political and cultural barriers, there are always threats around us. Not to long ago, the world was focus on Iraq for its alleged weapon of mass destruction. Nowadays, the world is facing another threat by North Korea. With this being said, the assurance of safety is relative and may be dependent in maintaining cordial relationship among nation-states.
