1) The people that I mentioned were claims makers were insiders since they have the medical knowledge. For example, Dr. Fauci had medical knowledge and he is in the government which are big resources for him. Because he is part of the government, people expect him to give accurate information and he has effectively done that for the audience. He has got a lot of media attention since and has gained public empathy. Having a certain title and being part of the government makes it an automatic way to gain media attention.

I would classify the people who first called attention to the COVID-19 condition to be outsider claims makers. Some of the first people to draw attention to these troubling conditions were doctors, such as Dr. Li. Doctors do not have access to large public power and therefore are not considered inside claims makers.  The mode at which information was transmitted was through popular sites like WeChat, which gave Dr. Li a platform to share his findings. Doctors that first began to ring the bells of alarm for the situation of COVID-19 had access to a few resources. For one, they had hands on experience with the pandemic and insight to what was going on. Doctors also had access to education, money, and status. People are more likely to believe someone who is a doctor, especially for health related fields, than they are to believe someone who does not have a background in health, or lower education in general. These resources definitely helped to make the claim known. After gaining a lot of attention on WeChat, the health experts were able to fully look into the COVID-19 crisis. After internalizing what doctors on WeChat and other social media platforms were saying, experts were on the lookout for the symptoms that matched this description. Eventually, after many cases began popping up in Italy, Iran, and other parts of the world, the CDC was able to declare this to be a pandemic. Without the help of these outside claims makers, inside claims makers like the CDC would not have been able to raise awareness, and eventually help policymakers make mask mandates and gathering limitations, and other forms of legislature to help with this issue.
